That simple comment clearly shows that you are neither scholars nor should your work be taken seriously. 1- There was no Minister of Police at the time; 2- The Minsiter of SAFETY and SECURITY, approached Mbeki with regard to an alleged unlawful plot against Mbeki of which he had been informed and Mbeki informed him to act as he deemed fit, in accordance with his obligations as Minister responsible for safety and security. To use this as an example and/or proof of Paranoia is extremely stupid. Would you have suggested that he ignore the alleged unlawful plot simply because it was a plot against him? What of Zuma, who has alleged a plot gainst all manner of people (media, Mbeki, CIA, etc) that has yet to be proved, is he paranoid?
